15 firms shortlisted for Yangon station PPP

The Myanmar ministry of railways (MOR) has shortlisted 15 firms and joint ventures, from a total of 18 EOIs received, for the development of the Yangon Central Railways station and the surrounding area through a PPP project. The call for expressions of interest was in mid-2015.

This is the the Myanmar ministry of railways (MOR) second attempt to tender the project through a PPP model, after an initial process that was opened in 2014.

In this first process the ministry shortlisted 24 companies for the project development, but it was canceled due to a lack of suitable applications. 

The 15 firms and joint ventures have been revealed and are the following:

  1. Italian Design for Myanmar Group
  2. Yoma Strategic Holdings and FMI Group
  3. Crest Consortium and M&A-Iconic
  4. Shwe Gon Development Group
  5. Min Dhama Company Limited
  6. High Tech Concrete Tecnology
  7. Capital Diamond Star Group 
  8. Fortune International Group
  9. China Railway International Group
  10. Lotte Asset Development
  11. Win & Win Company
  12. Excellent Fortune Development Group
  13. Megawide+Pyi Hlawn Kyaw
  14. Great Genesis Gems
  15. Injynn Development Company

The project will be located in a 250,000 m² area around Yangon Central Railway Station, which was built in the early 1950s. The project involves the upgrade of the railway station. The station will have commercial facilities and a hotel. The project will be developed under design-build-operate-maintenance terms and the investment estimated is around US$2.5 billion.

Shortlisted developers will now be asked to prepare and submit request for proposal (RFP) documents from March 6 to May 31. Furthermore, the applicants will have to pay a non-refundable fee of US$30,000 to the state-owned Myanma Foreign Trade Bank to be able to bid for the project.
