Four bidders submit proposals for road PPP in Uruguay

The Ministry of Transport and Public Works (MOPT) of Uruguay has received four proposals to carry the Rocha - Chuy route 9 and route 15 PPP project.

Interested teams comprised: 

  • Ramón C. Álvarez S.A.,
  • Spain's Rover Alcisa S.A. jointly with Construcciones Rubau S.A., 
  • Grupo Oriental 2 consortium, formed by Ciemsa, Traxpalco S.A. and Hernández y González S.A. and 
  • Consorcio Vial Este (conformed by CVC and Serviam S.A).

As we reported, the tender process was launched on January 20th and the deadline for bidders to submit proposals was on April 14th. The public-private partnership (PPP) tender comprised:

  • Upgrade, development, operation and maintenance of the routes 12, 54, 55 and 57 and the Carmelo bypass.
  • Upgrade, development, operation and maintenance of the routes 9 and 15.

Both Grupo Oriental consortium and Ramón C. Álvarez S.A. already presented in June respective proposals for the first package of the road PPP projects involving the routes 12, 54, 55 and 57 and the Carmelo bypass.

Both projects will use an availability-payment structure, with the concessionaire being paid by the adequate state of the routes during the operation period.

The Government of Uruguay announced in December 2015 four other road PPP contracts:

  • Western stretch of Route 14 up to Sarandí del Yí. 
  • Western stretch of Route 26 up to Tacuarembó.
  • Eastern stretch of Route 14 from Sarandí Yí to Rocha. 
  • Route 6 Motevideo exit through Avenida de las Instrucciones.
