Ho Chi Minh City pushes to develop monorail on PPP

The Ho Chi Minh City (HCMC) seeks to move on with a monorail line project and it is pushing the Ministry of Planning and Investment to add the project to the pipeline of public-private partnership PPP projects in order to begin the development as soon as possible.

The VND8.4 trillion (US$376.6 million) Ho Chi Minh City Metro project is managed by the city's Management Authority for Urban Railways (MAUR), a government unit working directly under the Chairman of the People's Committee of Ho Chi Minh City.

More than 44 percent of the fund will come from the city budget, and the rest from different sources including the state budget and private investors.

The project envisages a 16.5-kilometer elevated monorail starting from Phan Van Tri Intersection in Go Vap District and run along Nguyen Oanh Street expected to start in 2019 and take five years for completion.

To encourage high ridership, fares on the Ho Chi Minh City Metro network will be set low, on the order of VND2,500 (about US$0.16). By comparison, bus fares within the city are generally VND 3,000 (as of 2013, bus fares are at around VND 5,000 to VND 7,000). A common card, valid on both the metro network and bus network, will be made available as well.

The HCMC government expects the monorail to reactivate the economy of the city by enhancing mobility and commerce as well as alleviating traffic congestion.
