Ireland announces new investments for school PPP Bundles 4 and 5

The Government of Ireland has sent to the European Union the Prior Information Notice (PIN) to develop approximately 12 PPP schools in two bundles as part of a EUR2.25 billion Infrastructure Stimulus package

Bundle 4 is expected to consist of 6 schools located in counties, Louth, Kildare (2), Tipperary, Clare and Cork. School PPP. Bundle 5 is expected to consist of 6 schools located in counties Wicklow(2), Meath, Carlow(2) and Wexford.

 School PPP Bundle 4 Project:

The Project is anticipated to comprise the design, build, finance and maintenance of 6 schools on 5 sites. The details of the schools are as set out below:

  1. St Josephs Secondary School, Tulla, Co Clare: to provide a new replacement secondary school for 650 students including a special education needs suite on a greenfield site.
  2. Comeragh College, Carrick on Suir, Co Tipperary: to provide a replacement post-primary VEC college for 500 students, including a special education needs suite, on a greenfield site.
  3. Celbridge, Co Kildare: new post primary school for 750 students including a special education needs suite. It will be provided on a shared campus with a new primary school (as described below) on a greenfield site.
  4. Skibbereen Community School, Co Cork: new post primary school for 900 students, including a special needs suite, arising from amalgamation of three schools in the area.
  5. St Mary's College, Dundalk, Co Louth: new replacement secondary school for 900 students on the site of the existing school.
  6. Celbridge, Co Kildare: new 16 classroom primary school on a shared campus with a post primary school as described above.

 School PPP Bundle 5 Project:

The Project is expected to comprise the design, build, finance and maintenance of 6 schools on 4 sites. The expected details of the schools are as set out below:

  1. Carlow, a new further education college to accommodate 1000 students
  2. Eureka Secondary School, Kells, a new replacement post-primary school to accommodate 750 students;
  3. Colaiste Raithín Bray, a new replacement post-primary school to accommodate 450 students;
  4. Carlow, a new post-primary school to accommodate 1000 students on a shared campus with the further education college as described above;
  5. Loreto College, Wexford a new post primary school to accommodate 700 students.
  6. St. Philomena's National School, Bray a new primary school comprising 24 classrooms on a shared campus with the post primary school as described above.

It is anticipated that each Project will be a Public Private Partnership of 25 years' duration from service commencement date. It is expected that each Project will be funded by private funding and payment will be by monthly unitary payment subject to the terms and conditions of the contract. The NDFA intends to use its Template Project Agreement as the form of contract for each Project, with some amendments to reflect prevailing market conditions.

There is no intention that the Government participate as an equity provider to the Projects.
