KPMG to advise Irish transport agency

Transport Infrastructure Ireland (otherwise known as NRA) has hired KPMG as Financial advisor to help the public agency with PPP projects.

The estimated value of the two contracts is €7 million, according to a contract award notice in the Official Diary of the European Union.

The services are divided in two lots, as follows:

Lot 1 - Value: €2 million

External Service Delivery of Financial Management Services. This lot covers the provision of financial management services to the Authority, relating to the Authority's commercial operations, which include eFlow (barrier free tolling on the M50), Dublin Tunnel, Motorway Service Areas and PPP Tolling Schemes (of which there are currently 8).

Lot 2 - Value: €5 million

General Financial Advisory Services to the Authority. This lot covers the provision of general financial, audit and advisory services to the Authority (including, but not limited to, matters such as tax, VAT, organisation and business process improvements). These services may include:

  • PPP Contract Administration Advisory Services;
  • Authority Toll Operations Advisory Services;
  • Authority General Financial Advisory Services;
  • Internal and External Audit; and
  • Human Resources Management Services.
According to the notice, the agency received two offers and awarded KPMG the contract based on an evaluation weighted 30% economically and 70% technically.
