Latvia to tender Riga national concert hall on PPP

Latvia has announced it is to launch a tender process to seek developers for the Riga national concert hall, which will be built under a public-private partnership model.

According to sources, the complex will include a concert hall and a conference center, with the state either renting or gradually buying back the concert hall.

The project will be located in a developing area as EU funds will be allocated to it. The neighborhoods, Skanste, near the center of Riga and Zaķusala, an island in the Daugava river in the central part of the city, have expressed their interest in the project.

Previously different scenarios were considered, like the AB dam which is a park near the city center, or even reconstructing the Congress Hall, but now the contracting authority discarded them as it would require immediate investment.

Prime Minister, Māris Kučinskis stated that those scenarios were not under consideration as they would require more than €100 million (US$108 million).

The Culture Ministry plans for the concert hall to have at least 1,400 seats and host 60 to 100 concerts per year. It would also have different spaces for the Latvian National Symphony Orchestra.

The concert hall is expected to be completed by 2030.
