Legal advisor sought for West Bank Buses PPP transaction

The International Finance Corporation (IFC), a member of the World Bank, is seeking a legal advisor for the West Bank Buses PPP transaction in West Bank and Gaza, Palestine.

IFC has been appointed lead advisor to the Palestinian Authority's Ministry of Transport to help structure a bus leasing company on a PPP basis, and provide broader sector reform recommendations necessary to ensure the long term sustainability of the sector.

The legal consultant's work will be split into two phases:

  • In the first phase, the legal consultant will have two work streams: legal and regulatory due diligence and institutional and sector reform. The legal and regulatory due diligence will entail typical legal due diligence to identify and address any project specific legal issues that may arise. The institutional and sector reform workstream will focus on recommending an appropriate institutional structure to regulate the bus sector.
  • The second phase of work will support the implementation of the transaction, specifically drafting contracts relevant to the transaction and related documentation relating to the tender process such as RFQ, RFP, etc.

Interested parties must submit their expressions of interest (EOIs) on or before 20 August 2015.
