Slovakia seeks advisors for Bratislava hospital PPP project

The Ministry of Health of the Slovak Republic (MoH SK) has issued a prior information notice (PIN) to hire advisors to develop a new university hospital in Bratislava (NUHB) through a PPP project.

The advisory services involves the preparatory phase, the tender process and the construction phase of the hospital PPP project. The consultancy services will include:

  • Financial consultancy services,
  • Legal advisory services, 
  • Technical analysis services , 
  • Data analysis services, and
  • Procurement of consultancy services. 

The NUHB shall provide a range of tertiary healthcare services to the Bratislava region, including a trauma and a specialist care centre at the Slovak national level. The NUHB shall serve as a centre of excellence for the region. The new 945-bed hospital will be constructed in the Karlova Ves cadastral area in the northwest part of Bratislava with a total area of approximately 9 hectares.

The project will be developed on a design, build, finance, operation and maintenance (DBFOM) basis. The private partner is expected to have the contract for a period of approximately 30 years from commencement of the operational phase.

The future private partner is expected to be responsible for the following services:
  •  Design of the NUHB incorporating functional and technical requirements presented by the MoHSK,
  •  Build of the new hospital buildings and equipment,
  •  Securing the financing for the project,
  •  Operating the NUHB, including medical equipment maintenance and renewal, and all clinical services,

The total project investment is estimated at €220 million (US$294 million).

A request for expressions of interest (RFEOI) for the project was issued in early August. Interested parties must submit their EOI on or before 20 August 2014.

The request for qualifications is scheduled to be issued by October this year. The tender process is expected to be completed by August 2015.
