Florida launches tender for SR - 54 & 56 toll road

Florida DOT is seeking competitive proposals for developing SR 54 & 56, an east-west belt route toward the northern edge of the Tampa metro area as a toll concession under a long term lease of the right of way.

The FDOT RFP was caused by an unsolicited proposal from International Infrastructure Partners LLC, a consortium formed by a local construction industry figure Gerald H. Stanley and supported by Guggenheim Partners. Financing, Stanley's proposal says, would come from Guggenheim Partners.

PCL is identified as the proposed contractor to build the project in the proposal. Parsons would design the project. Stanley hand-delivered his 4-page proposal to the office of Florida secretary of transportation Anath Prasad on June 11.

Upgrade of the 54/56 corridor has been studied  for the Tampa Bay Area Regional Transportation Authority (TBARTA) with an emphasis on its potential for "premium transit" or buses running in toll managed lanes. The project is listed among the top five "Regional Priority Projects" by TBARTA.

The Florida Department of Transportation (FDOT) said:

FDOT has received an unsolicited proposal to lease rights-of-way owned by FDOT along the State Road 54/56 corridor in Pasco County, for the purposes of designing, constructing, operating and maintaining an elevated and at grade level toll facility. FDOT requests proposals for the leasing of rights-of-way owned by FDOT along the State Road 54/56 corridor, to provide a toll facility, as detailed in the project Request for Proposals (RFP) document.

Qualified proposers must submit a proposal in accordance with the RFP. A copy of the RFP may be obtained by submitting a written request to: row.lease@dot.state.fl.us Please provide a contact name and e-mail address when submitting your request. Questions about the RFP should also be directed to the aforementioned e-mail address. Notice of changes (addenda) to the RFP will be posted on the FDOT Procurement web site athttp://www.dot.state.fl.us/procurement/ROWLeasePascoCounty.shtm.

The proposals have to be submitted by October 23, 2013.
