Minas Gerais re-tenders waste concession project

Brazil's Minas Gerais has re-tendered the administrative concession for the treatment of solid waste in Metropolitan Region of Belo Horizonte.

The new deadline for submission of proposals is 18 February 2014.

Minas Gerais received no bids for the project in December during the first tender process, which had November 27th as deadline for submissions of proposals.

Interested companies submitted more than 30 questions and objections to the process, but all were rejected by the bidding committee.

The following companies challenged the process: the Brazilian Association of Public Cleaning (ABRELPE), Foxx Inova Ambiental S.A., Lara Central de Tratamento de Resíduos, Proactiva Meio Ambiente Brasil Ltda. and Enob Engenharia Ambiental Ltda..

The project was split in two packages. The estimated values of public-private partnership contracts, which included 47 municipalities, were the following:

  • Package 1: Estimated total value of the contract of R$ 1,087 million (US$509 million)
  • Package 2:  Estimated total value of the contract of R$ 1,115 million  (US$523 million)

The concession period was 30 years.
