Puerto Rico tenders fuel storage lease

Puerto Rico's Local Redevelopment Authority for Roosevelt Roads (LRA) has published a Request for Proposals (RFP) to develop fuel storage facilities in Roosevelt Roads through a lease agreement.

The project includes the operation and improvement of the facilities.

The LRA anticipates that the lease agreement will be executed during the fourth quarter of 2014. This agreement will grant the eventual operator exclusive use of the Tank Farm components.

The RFP was issued on 8 May 2014. The LRA is requiring a mandatory meeting with interested participants prior to the delivery of proposals on 22 May 2014 at 10 a.m. at the Economic Development and Commerce Department's Hato Rey headquarters. The final day to submit questions is 1 July 20014.

Interested parties must submit their proposals on or before 8 July 2014.

The Roosevelt Roads Tank Farm is part of the 100-acre fuel storage facility for former US Naval Station Roosevelt Roads. The asset is composed of three parcels totaling 59 acres and contains a deep-draft fueling pier, eight storage tanks, a pumping facility and a laboratory building. Fuel pipelines (currently decommissioned) run from the fueling pier, though the eight tanks and to the Ceiba airport.

This 59-acre facility, which was built following military standards within the last two decades, has capacity to store approximately 34,000,000 gallons of several kinds of fuels.
