Request for Qualifications Issued for Ontario police P3

Infrastructure Ontario (IO) and the Ministry of Community Safety and Correctional Services (MCSCS) have issued a Request for Qualifications (RFQ) for interested parties to submit their qualifications to design, build, and finance nine new detachments for phase two of the Ontario Provincial Police (OPP) Modernization project. 

Nine new detachments will be built to replace buildings at the end of their useful lifespan. The new detachments will be located in:

  • Moosonee
  • Fort Frances
  • Hawkesbury
  • Huron County
  • West Parry Sound
  • Manitoulin Island
  • Port Credit
  • Marathon
  • Orillia

Phase two of the OPP Modernization is being delivered using IO's Alternative Financing and Procurement (AFP) model, an innovative way of financing and procuring large, complex public infrastructure projects, with a track record of being 96 per cent on budget.

Under the first phase of the OPP modernization project, Ontario replaced 18 detachments, regional headquarters and forensic identification services with 17 new facilities in 16 communities across Ontario.

The closing date for submitting the RFQ documents is on or before March 27, at 2:00 PM (local hour).
