RfPs released for Groves Memorial Community Hospital P3 Project in Ontario

Infrastructure Ontario (IO) and Groves Memorial Community Hospital have released a request for proposals (RFP) to develop a new hospital in Aboyne in Ontario (Canada) The new hospital will replace the existing Groves Memorial Community Hospital in Fergus.

As we reported in early March, three teams were pre-qualified and invited to respond to the request for proposals:

  • GMCH Partnership. Developer: Bondfield Construction Company Limited, Design: Diamond Schmitt Architects Inc.; HH Angus; exp Service Ltd., Construction: Bondfield Construction Company Limited, Financial advisor: Rocklynn Capital Inc.
  • EllisDon Infrastructure Healthcare. Developer: EllisDon Capital Inc., Design: architects Tillman Ruth Robinson; The Mitchell Partnership; WalterFedy Partnership; Hastings and Aziz, Construction: EllisDon Design Build Inc., Financial advisor: EllisDon Capital Inc.  
  • PCL Constructors Canada. Developer: PCL Constructors Canada Inc., Design: Parkin Architects Ltd.; Smith and Anderson; Stephenson Engineering, Construction: PCL Constructors Canada Inc., Financial advisor: TD Securities.

The preferred bidder will have to replace the  existing Groves Memorial Community Hospital facility in order to have an environment that is up to standard, enhances existing services, and accommodates future growth.Specifically, the project will involve:

  • building on an existing model of care that links traditional hospital-based acute care services with community-based services to achieve an enhanced continuum of care
  • providing a framework to address future flexibility and changes in technology
  • providing facilities that meet infection prevention and control standards and reflect best practices and evidence-based design
  • providing services within a model of care to accommodate projected needs-based demographic changes

The project will be developed on a design, build, and finance (DBF) basis.
