RFQ for Operation and maintenance of Five CWG Stadia in New Delhi How are you doing? Let me tell you about some interesting projects for Facility Management firms.As part of its preparation for the Commonwealth Games 2010, the Government of India (GoI) has invested an amount in excess of Rs. 2,400 crores (USD 520 million) towards the comprehensive redevelopment of the following stadia located in Delhi:(1) Jawaharlal Nehru Stadium;(2) Indira Gandhi Stadium Complex;(3) Major Dhyan Chand National Stadium;(4) Dr Shyama Prasad Mukherjee Swimming Pool Complex; and(5) Dr Karni Singh Shooting Ranges.Ministry of Youth Affairs and Sports - Govt. of India, has envisioned a "Legacy Plan" for these stadia that involves Public Private Partnership (PPP) for operations and maintenance of these stadia. Under the plan, each stadium, under a separate contract, will be handed over to private sector entities after the conclusion of the Commonwealth Games.THE BID PROCESSA two-stage bidding process will be conducted for the selection of operators for each of the five stadia. In the first stage (pre-qualification stage) applications are invited from eligible entities who wish to undertake the process. Based on the shortlisting criteria elaborated in the RFQ document for each stadium, bidders willbe shortlisted for participation in the second stage (the bidding stage). In the bidding stage, the shortlisted bidders will be required to submit a financial bid that will form the basis of selection of the preferred bidder for each stadium.SUBMISSION OF RFQThe RFQ document can be downloaded from http://yas.nic.in. Bidders are requested to study the document in detail as applications will be accepted only if submitted as per the conditions and formats provided in the document.Interested parties are also advised to verify their eligibility for participating in the bid process as the process is only open for parties/consortia that fulfill the minimum conditions of eligibility as set forth in the respective documents.RFQ documents for each of the five stadia have been uploaded separately. Parties who wish to submit applications for more than one stadium shall be required to submit separate applications for each stadiumthey wish to apply for. Interested Parties that meet the conditions of eligibility may send in their applications at the addressmentioned in the RFQ document.Last date for RFQ Submission - 23rd August, 2010 before 1500 hoursPRE-APPLICATION CONFERENCETo answer any queries that interested parties may have towards the projects and the bidding process, a pre-application conference has been scheduled for parties interested in submitting their applications for the projects. The pre-application conference will be held on 6th August, 2010 at 11:00 hrs at venue specified in RFQ document.
