Rwanda launches RFQ for Kigali Bulk Water PPP Project

As part of its vision to ensure a sustainable water supply services to the capital city of Kigali, the Government of Rwanda, through the Energy, Water and Sanitation Authority wishes to introduce private sector participation to develop a sustainable bulk water source for the capital city of Kigali and Bugesera.

To this end, the Government has appointed the International Finance Corporation, to act as its lead transaction advisor.

The Kigali Bulk Water Project will involve the development of a new, sustainable bulk water source to supplement existing water supply to meet the growing needs of Kigali, population approximately 1 million.

Under the Project, the private investor will be required to design, construct, finance, operate and maintain a new water production and treatment facilities at the existing "Kanzenze" site, together with forwarding infrastructure to two new reservoirs in order to  deliver up to 40,000 m3 /day.

Responsibility for maintenance and operation of the water distribution network and sale of water to end users would remain with Energy, Water and Sanitation Authority and would be outside of the Project.

The private sector service provider will receive periodic payments, based on volume of water produced, from Energy, Water and Sanitation Authority throughout the duration of the 25-year PPP contract.

The closing date for the submission of RFQ responses is 2nd July 2013.
