Seven bidders for Kaunas and Panevezys police infrastructure PPP

The Lithuanian Police Department has announced that seven candidates had submitted applications to participate in the tender for Police Infrastructure PPP projects in Kaunas and Panevezys.

By mid-September the Police Department is expected to complete evaluation of the qualifications of each respective participants and shortlist up to 5 candidates for each project.

The tender consists of two separate sections and will follow the negotiated procedure. One part will be dedicated to Kaunas Police Infrastructure PPP, and the other to Panevezys Police Infrastructure PPP, meaning that two separate PPP contracts will need to be signed.

Nearly all of the candidates, 6 out of 7 – AB ”Partnerystes projektai", Pessina Construzioni S.P.A., UAB “Salvinta", UAB “Inservis", UAB “Kopaka" and UAB “Merko statyba", applied for both parts of the tender, whereas AB “Panevezio statybos trestas" expressed interest in the Panevezys project only. Two of the candidates are already implementing pilot PPP projects.

The real estate development company “MG Valda” (participating via UAB “Salvinta”), signed the Vilnius Police infrastructure PPP contract in December 2015, and UAB “Merko statyba” delivered Vilnius Balsiai school PPP in 2011.

The New police station in Kaunas will encompass an administrative building of 5 080 sq. m. and additional premises of 1 180 sq. m. The new police station in Panevezys, meanwhile, will encompass an administrative building, together with a police custody building totaling to nearly 8 000 sq. m., 880 sq. m. of garages and secured parking. The expected CAPEX is set at €12.4 million (US$13.3 million) for the Kaunas project and €14.8 million (US$15.9 million) for the Panevezys project.

Under these 15-year PPP contracts, the private partners selected will be responsible for the design, construction, financing and maintenance of the police stations. 3 years of the total project duration has been allotted for design and construction, whilst the remaining 12 years is to be dedicated to the maintenance of the buildings.
