Tender to be launched for Australia train PPP

Transport for NSW (TfNSW) is seeking to undertake a procurement process to procure a new regional fleet and other related assets as part of the Regional Rail Project.

The project will include the design, build, financing and maintenance of a new train fleet to replace the XPTs as well as the XPLORER and Endeavour trains. The procurement approach for the new trains will encourage innovative and energy efficient design to enhance customer experience and satisfaction while delivering value for money over whole of asset life.

The operations of regional train and coach services will remain with the Government owned operator, NSW Trains.

This new fleet will be maintained at a new facility to be built in regional NSW. The preferred location is Government owned land in Dubbo accessed off White Street. This will stimulate regional economies and provide long term, sustainable jobs including traineeships and apprenticeships.

The new maintenance facility will be designed and constructed as part of this project. Work will start in the coming months to obtain the necessary Planning Approvals for this facility. TfNSW will define the location (at Request for Proposal stage), procure the land and be responsible for planning approvals.

A thorough tender evaluation process will be conducted next year, ahead of the contract being awarded in early 2019.

Deputy Premier John Barilaro said:

"Dubbo has been identified as our preferred location for a brand new maintenance facility to support the new fleet.

This will be a game-changer for the people of regional NSW, delivering more convenient timetabling and reduced congestion for regional and rural passengers.

Importantly, the new maintenance facility will also deliver long-term skilled jobs, including apprentices and traineeships for the Orana region.

This announcement signals the depth of our commitment to rural and regional communities by ensuring that services that deliver for country areas are supported by country jobs,”
