Timor Government launches RFQ for Tibar Bay Port PPP project Tibar Bay

The Government of Timor-Leste represented by the Ministry of Finance and the Ministry of Transport and Communications, is seeking to award a project for a Public Private Partnership (PPP) for the design, construction, financing, and operation of the Tibar Bay Port under a 30-year Build Operate Transfer (BOT) concession through an international public tender limited by prequalification, in accordance with Timor-Leste law and international best practice, and is inviting interested eligible parties to submit a prequalification application.

Participation in this pre-qualification process is open to all interested international and national prospective bidders. The attention of prospective bidders is drawn to the qualification requirements detailed in the prequalification documents.

It is foreseen that the Tibar Bay Port will be constructed in Tibar Bay, Timor-Leste, and that construction will be completed and operations will begin by 2016-17.

The expected capital costs over the life of the concession are US$300-400 million.

The deadline for submissions of Pre-qualifications is 25 November 2013.
