Two Mexican teams bid for Civic Center PPP in Honduras

Two Mexican companies have submitted final economic bids to Honduras' public-private promotion agency, Coalianza, to develop the Government civic center PPP project.

Five consortia were in the competitive process in a first stage but then only Constructora y Edificadora GIA+A (GIA), and a team composed of Promotora y Desarrolladora Mexicana and Promotora y Desarrolladora Mexicana de Infraestructura, submitted final bids.

The Government was expected to award the concession on Dec. 22 according to a press release but no information has been released on Coalianza's website.

The project will centralize Honduras government's offices. It involves the development of two spaces to achieve approximately 100,000 m² of offices. These two spaces are:

  • Project A "Centro Cívico Gubernamental José Cecilio Valle". This project involves, among others, the development of three office towers with commercial spaces.
  • Project B "Centro Cívico Gubernamental Francisco Morazán". This project involves the development of four office towers.

The PPP building project will be developed on a design, build, finance, operation and transfer (DBFOT) basis.

The total project investment is estimated at US$200 million.

The project aims to: improve efficiency, through the provision of adequate infrastructure for proper office operations; reduce and control public spending; streamline and strengthen the housing market, generating areas of value and improve operational efficiency by implementing mechanisms of efficiency and sustainability in public services.
