UAE's FEWA issues RFP for desalination plant through PPP

UAE’s Federal Electricity and Water Authority (FEWA) has announced it has issued Request for Proposals (RFP) to develop the Sea Water Reverse Osmosis (SWRO) desalination independent water PPP project located in the Emirate of Umm Al Quwain​​.

According to sources, 14 bidders are to submit their proposals for the project, which will comprise the development, financing, construction, operation, maintenance and ownership of a greenfield water treatment facility of 45 million imperial gallons per day (MIGD) production capacity together with associated infrastructure.

The plant will be located in the Northern area of the Emirate of Umm Al Quwain, adjacent to the border with Ras Al Khaimah approximately 20 km North of Umm Al Quwain city and in the vicinity of the coastline of the Arabian Gulf.

The developer will be called upon to establish a special purpose vehicle (SPV), which will enter into both a long-term power supply agreement (PSA) and a long-term water purchase agreement (WPA) with FEWA, the single buyer of all water capacity and output from the project.

In April 2016, we reported that FEWA received expressions of interest (EOI) to develop the project.
