Utah counties seek interest for PPPs

The Six-County Infrastructure Coalition (SCIC), comprising counties located in the eastern part of the State of Utah is calling for Letters of Interest to create the SCIC public-private partnerships (P3) projects.

SCSI is composed by Uintah, Duchesne, Carbon, Emery, San Juan and Daggett counties.

The public entity is seeking interest for the following projects:

  • oil and gas pipelines out of the Uintah Basin
  • toll roads
  • rail spurs for freight and/or passenger
  • electric transmission lines
  • drinking water collection, treatment, storage and pipelines
  • wastewater infrastructure, and/or
  • other revenue-producing infrastructure

SCIC's intent is to partner with selected private sector infrastructure developer to identify and develop revenue-producing infrastructure in the rural parts of the State of Utah, and more specifically in the six-county region.

SCIC's contributions to such partnerships could comprise right-of-way, permitting assistance and appropriate levels of direct funding and financing. Specific interests and goals of the Coalition in such partnerships would be: economic development for the region, improvements in air quality, increased capacity in critical infrastructure elements, jobs created and a risk-weighted market return on invested capital.
