Virginia Receives Unsolicited Proposal for Tunnel P3, Alternative Proposals Sought

The Chesapeake Bay Bridge and Tunnel Commission has considered an unsolicited proposal for a Public private partnership project in the state of Virginia and it is requesting alternative proposals.

The Thimble Shoal Channel Tunnel PPP project, object of this unsolicited proposal, involves the development, construction and maintenance of the new parallel Thimble Shoal Channel Tunnel between Trestle A and Trestle B of the Chesapeake Bay Bridge and Tunnel facility between Cape Charles and Virginia Beach, Virginia.

The Proposal was submitted on November 26, 2013 by Parallel Crossing Consortium (PC2), a group of design and construction companies that include:

Beginning January 15, 2014, the District will accept competing proposals for a period of 90 days. The Commission reserves the right in its discretion to extend this 90 day competition period.

Following the close of the competition period, the Commission's Project Development Committee will review all proposals and make a recommendation to the Commission whether to advance any of the proposals for further review.

The proposal was submitted pursuant to Public-Private Transportation Act of 1995 (PPTA) as set forth in §§ 56-556, et seq. of the Virginia Code.
