Abu Dhabi's highway tender gets a lot of interest It is estimated that there has been an increase of 60% in the use of PPPs worldwide and this growth is rapidly embracing the United Arab Emirates.
The PPP structures can be used in many different sectors and is currently being used by the Abu Dhabi government in the power, water and education sectors including the development of the Industrial City of Abu Dhabi (ICAD) Special Economic Zone (where the ADCB Macquarie Infrastructure Fund (AMIF) announced a $188 million investment). The Abu Dhabi Education Counsel (ADEC) has also engaged the private sector for its education development program.We know that highways projects are of strategic importance and so the Abu Dhabi Department of Transport decided to tender a highway in a PPP model. These are the first news I get from PPP's in the UAE but I'm starting to get interested in the Middle East market. (A major new Toll Tender has been announced in Syria too)
Statement of qualifications were invited from consortia interested in designing, building, financing and operating the 327 km highway linking Mafraq (which is south of the metropolitan area of Abu Dhabi) to the border post with Saudi Arabia at Ghweifat in the western part of the Emirate.There are five consortium shortlisted for the project:ANITE consortium which consists of:1- Autostrade Per l'Italia SPA (Lead) - Italy2- Al Naboodah Construction Group LLC - UAE3- Impregilo SpA - Italy4- Todini Costruzioni Generali SpA - Italy5- Emirates Utilities Company holding LLC - UAEBuoygues consortium which consists of:1- Bouygues Travaux Publics (Lead) - France2- China Harbour Engineering Co LLC - China3- Consolidated Construction Company - GreeceCCCC-MTD consortium which consists of:1- China Communications Construction Company (Lead) - China2- MTD Capital Bhd - MalaysiaIRTIBAAT consortium which consists of:1- Macquarie Capital group Limited (Lead) - Australia2- Abu Dhabi Commercial Bank PJSC - UAE3- Al Jaber Transport & General Contracting LLC - UAE4- N.V. Besix SA - Belgium5- Mouchel Middle East Limited - UAE6- Transfield Services International Pty Ltd - AustraliaMafraq Motorway Group (MMG) consortium which consists of:1- Strabag Societas Europaea (Lead) - Austria2- Joannou & Paraskevaides (Over Seas) Ltd - UK3- J&P Avax S.A. - Greece4- Saif Bin Darvish - UAE5- Egis Projects SA - FranceThese are very good news for the Abu Dhabi Department of Transport as expert corporations financing infrastructure projects around the world will be involved in the project. Bouygues is a world top 3 construction company and it has developed a lot of PPP projects. Autostrade, Strabag and Egis are big european PPP players. We see how local construction and engineering corporations are also involved.Chinese firms too...how interesting! In summary there are private firms from all around the world willing to get this highway contract.I'll try to keep close to this project and give you new updates on the final preferred bidder.
