Greece calls for private proposals for waste projects

On 6 August 6th, 2013, the Greek Deputy Minister for the Environment, Energy and Climate Change  signed a new call for proposals from the Operational Programme for Environment and Sustainable Development.

The Operational Programme for Environment and Sustainable Developmentfor is for funding projects related to the construction and upgrading of municipal solid waste management facilities in the regions of the country, according to the approved Regional Waste Management Plans.

The total public expenditure allocated to this call amounts to €45 million, which covers 40 - 60% of the average estimated current value of the investment cost.

Key criterion for selecting the contractors is the total cost for the entire life of the project (design, construction, operation, maintenance), having complied with the basic operational requirements of the facilities. The operation of waste management facilities should achieve the obligations regarding landfill diversion of biodegradable waste, recovery of raw materials by reusing or recycling waste, recovery of residue or energy (composting, biogas etc).

Each project proposal must have an approval by the Interministerial PPP Committee issued, allowing the project to be procured under Law 3389/2005 and a tender competition underway.
