Colombia's National Infrastructure Agency, ANI has launched a bidding process to select a specialized consulting firm to carry out the feasibility study, business strategy and the financial and legal structuring of  ElDorado2 airport PPP project.

This ElDorado2 airport expansion project will be located close to the municipalities of Cundinamarca Facatativá and Madrid, 16 kilometers away from the current terminal (ElDorado airport).

The project has a total investment estimated at US$1.1 billion and it is expected to be operational in five years.

This consultancy contract will lay the ground for the ANI to award the concession of ElDorado2 under  a Public Private Partnership (PPP) contract. The consultancy contract will have a duration of 22 months with a value estimated at COP12 billion (US$4.18 million).

The consultancy is divided into 6 phases covering the following:

  • Phase 1: Complete due diligence of technical, financial and legal issues, the implementation plan and traffic forecasts and demand;
  • Phase 2: Engineering and architectural designs, along with topographical, geotechnical studies and the connection of the two terminals;
  • Phase 3: Aviation business strategy;
  • Phase 4: Technical, legal and financial structuring;
  • Phase 5: Bidding process;
  • Phase 6: Signing of the concession contract.

In March 2015 we reported that Colombia's National Aviation Authority, Aerocivil, launched a previous tender involving the development of a master plan to develop the new airport with a contract estimated at P4.8 billion (US$1.82 million). In May, 2015 we also informed that the ANI awarded the contract to conduct pre-feasibility studies of the project to a consortium composed by Deloitte and Durán & Osorio. This contract had a value of COP910 million (US$377,000).

The ElDorado2 Airport is the response to the development and growing demand that has had the aviation business in Colombia. The mobilization of air passengers in Colombia grew 9.72% during 2015, from 58 million in 2014 to 63,700,000 in 2015. The ElDorado2 aims to provide a new terminal with 7.5 million passengers capacity.
