Shortlist for Ottawa LRT

Ottawa City Council (Ontario, Canada) has shortlisted three teams for the Confederation Line light rail transit (LRT) P3 contract.

The teams shortlisted are:

  • Confederation Transit Group (Ferrovial, Colas and local construction firm Tomlinson)
  • East West Connectors (Kiewit and Vinci)
  • Confederation Line 2 Partners (Bechtel, Aecon, Pomerleau and EBC)

In March 2017, Ottawa City approved moving ahead with the Stage 2 project to bring LRT farther and faster to communities in the east, the west and the south. The scope of the Stage 2 LRT Project includes the construction of an additional Maintenance and Storage Facility in the Moodie Drive area, final alignment changes and the following extensions to train lines:

  • Confederation Line West: beyond Bayshore to Moodie Drive, and southwest to Algonquin College;
  • Confederation Line East: beyond Place d’Orleans to Trim Road;
  • Trillium Line extension south to Bowesville in Riverside South; and
  • An Airport Rail Link from South Keys Station on the Trillium Line.

The budget for the Stage 2 LRT project remains CAD3 billion (US$2.3 billion), as approved in 2015. The Stage 2 expansion of the O-Train network is undertaking through two procurements:

  • A CAD2.5 billion Design-Build-Finance competition for the Confederation Line East and West extensions; and
  • A CAD535 million Design-Build-Finance-Maintain competition for the Trillium Line extension to the south.

 The first phase was awarded to the Rideau Transit Group (RTG), formed by ACS, EllisDon and SNC-Lavalin. The group greed to stay out of the bidding for the second phase, which the city wanted because their obvious advantage would suppress competition.
