Prequalification launched for Elazig Integrated Health Campus PPP. Hospitals in Turkey III

Turkey is taking very seriously the development of Hospitals with PPP as the procurement method. Up to date, tenders for three hospitals were out, today InfraPPP Middle East discovered that another tender, the fourth, is out.To know more about the other three hospitals, just visit our previous posts:- Hospitals in Turkey I (Ankara Bilkent Integrated Health Campus PPP project)- Hospitals in Turkey II (Kayseri Health Campus project & Ankara Etlik Healt Complex)The Turkish Ministry of Health's public private partnership division has issued a request for qualification for the Elazig Integrated Health Campus PPP. Bidders have until September 15 to submit pre-qualification documents.The Elazig project is structured as a 28-year  design, build, finance, operate and transfer mode (DBFOT), with a 36 month construction phase and 25 year operating period.Remember that to increase the bankability of the project the Government provided a guarantee on payments. Bankability issues also arise in connection with the Turkish financial market, in terms of local inflation (8-10%) and cost of funding (12-13%). These facts make difficult to fund a project with a duration of 25 years (average duration of concessions in Turkey ranges between 12 and 18 years).Project DetailsThe project consists of the construction of 950 beds consisting of a 400-bed General Hospital, a 250-bed Woman's and Children's Hospital, a 200-bed Psychiatric Hospital and a 100-bed High-Security Psychiatric Hospital.The private partner will be responsible for the provision of support services in the facilities including imaging, laboratory and other medical support services as well as information processing, sterilization, laundry, housekeeping, security, catering services, and the repair, maintenance and operating works of the buildings.Take care!Follow us on twitter
