RFP for Transaction Advisory Services for two hospitals in South Africa

The Department of Health has identified the need to investigate the feasibility of a public private partnership (PPP), which will provide technical and clinical, financial and legal solutions in delivering the two projects, namely, King Edward Hospital VIII and Nelson Mandela Academic Hospitals in Durban and Mthatha respectively.Download the RFP for the Procurement of Transaction Advisory Services  for the proposed Nelson Mandela Academic Hospital (Eastern Cape) and King Edward VIII Academic Hospital (KwaZulu Natal)
These projects form part of the five PPP Flagship projects undertaken by collaboration between the National Department of Health, the respective Provincial Departments of Health, the National and the respective Provincial Treasuries and the Development Bank of Southern Africa (DBSA)
For these two projects each of the advisory streams i.e. Legal, Finance and Technical and clinical streams will be contracted separately with the DBSA.  The Legal and Finance teams will be required to provide advisory services to both projects while there will be separate technical and clinical advisory teams for each of the project.
In 2010 President Jacob Zuma announced the implementation of an extensive PPP programme for five public hospitals across the country. The Chris Hani Baragwanath is the largest and its feasibility study has been already prepared. InfraPPP Africa understands that it should be the first PPP project to be tendered.
The other PPP projects are the Limpopo Academic Hospital and the Dr George Makari Hospital.You can find more information on PPP projects in South Africa in the last edition of PPP Quarterly Online (December 2010). It is strange but the South African PPP Unit has not published any edition in 2011.
