The Indiana Finance Authority (IFA) together with the Indiana Department of Transportation (INDOT) have launched a Request for Qualifications (RFQ) to prospective entities interested in submitting statements of qualifications (SOQs) to develop, design, build, finance, operate and maintain the Interstate 69 Section 5 P3 project through an availability payment concession pursuant to a public-private partnership agreement (PPA).

The Indiana Finance Authority and Indiana Department of Transportation organized an Industry Day for the project on May 22, 2013. You can see the presentation made during the Industry Day here.

The term of the contract will be the construction period plus 35 years of operations and maintenance post construction.

The state of Indiana has accelerated the delivery of the project through a P3 after the successful Ohio River P3 project, awarded in a very efficient eight-month procurement process to WVB East End Partners - a team of Walsh Investors LLC, VINCI Concessions and Bilfinger Project Investment.

The SOQs are due on July 9th, 2013.

The project: 

The new Interstate 69 between Evansville and Indianapolis is widely regarded as a key component to the future economic vitality of southwestern Indiana, and will connect an entire region with improved access to jobs, education and healthcare.

The first 67 miles opened for business in November 2012 under budget and years ahead of chedule, and it now saves motorists more than 30 minutes in travel time when compared to other routes between Evansville and Crane. Construction is underway on all 27 miles of I-69 Section 4 between Crane and Bloomington, which is expected to open to traffic in phases during late 2014 and 2015.

The I-69 Section 5 project consists of upgrading approximately 21 miles of existing State Route 37, a four-lane median divided highway, between Bloomington, IN and Martinsville, IN to an interstate highway.
