ARTESP (Agência Reguladora de Transportes do Estado de São Paulo) is the government regulatory agency in the State of São Paulo, Brazil, responsible for regulating, supervising, monitoring and overseeing transport infrastructure and services that are delegated, permitted or concessioned by the state.
It was established under state law and operates to ensure that transport services — including roads, public roads under concession, intermunicipal and metropolitan bus services, ferry crossings, rail, metro, and other transport modes — are provided with quality, safety, efficiency and sustainability.
In recent years, ARTESP’s remit has expanded significantly to include regulating and supervising services previously under the Metropolitan Urban Transport Company (EMTU), such as metropolitan bus services and other transport systems, as well as oversight of metro and commuter rail lines and concessions.
Today the agency oversees more than 11,000 km of concessioned highways, metropolitan bus networks, rail and metro services, and 27 regional airports, aiming to improve regulatory quality, contractual compliance and service standards across the state’s transport sector.
