Hong Kong Science and Technology Parks Corporation (HKSTP) is a statutory body established by the Hong Kong Government in May 2001 to promote innovation and technology development in the region. HKSTP oversees and develops key infrastructure, including Hong Kong Science Park in Pak Shek Kok (330,000 m² of R&D space), InnoCentre, and three industrial estates in Tai Po, Yuen Long, and Tseung Kwan O—supporting over 1,800 tech companies and 14,000 R&D professionals as of mid‑2024.
HKSTP also runs the Technology Incubation Programme (Incu‑App, Incu‑Tech, Incu‑Bio), through which it has assisted more than 1,200 start‑ups and incubated over 1,000 enterprises—80% of which remain active—with six homegrown and six overseas unicorns emerging from the program. With a board led by Chairperson Sunny Chai Ngai Chiu and governed by five standing committees, HKSTP operates under a mandate to support and sustain Hong Kong’s I&T ecosystem through strategic planning, financial oversight, and governance.
