UHC is an independent think-tank and educational centre based in Kyiv, Ukraine, specializing in healthcare policy, management, financing, and health-system transformation. Founded in March 2021 (with preparatory work beginning in mid-2020), the organisation was established by a group of experts with prior experience working on national health-financing reform at the central government and health-service agencies. Since its founding, UHC has carried out dozens of consulting, analytic, and reform-support projects (over 65 by early 2024), working with health-care facilities, local communities, NGOs and authorities across Ukraine. It also runs educational initiatives: by 2024 UHC had launched more than 15 courses, training programs and events — including a master’s program in Health Care Management (in collaboration with a university and an international medical-education project) and a mini-MBA tailored for teams managing medical institutions, helping over 5,000 health professionals acquire management, policy and system-reform skills. UHC’s work aims to support the design and implementation of modern, efficient, equitable health-care financing and delivery systems — especially by combining analytical research, policy advice, capacity building and practical support to institutions navigating reform or crisis (e.g. war-related disruptions).
