The Ministry of Health (MoH) of Uzbekistan has signed an agreement to design, finance, build, equip, and provide long-term technical maintenance for a modern 800-bed multispecialty hospital in the Fergana Region. The project, initiated by the MoH, is being implemented as a PPP under the Presidential Decree on advancing PPPs in Uzbekistan for 2024–2030.
The total investment value of the project is approximately USD 300 million, with a construction period of 36 months. The new medical complex will consolidate five existing specialised facilities in the Fergana Region into a single complex, providing the population of the region and neighbouring areas with access to high-technology tertiary care — including cardiac surgery, neurosurgery, organ transplantation, nephrology and orthopaedics. The complex will also include intensive care beds and an emergency medical unit, as well as all supporting clinical services. The Private Partner — a consortium comprising Vision International Investment Company (Saudi Arabia) and KOC Construction Mekanik Elektrik Fe LLC (Uzbekistan) — will be responsible for the full project cycle.
The project structure was developed with the strategic support of the International Finance Corporation (IFC, World Bank Group) and the financial backing of the German Federal Ministry for Economic Cooperation and Development (BMZ). Equipping the hospital with advanced diagnostic and treatment infrastructure will improve resource utilisation efficiency, enhance the quality of care, and eliminate the need for patients to travel abroad for treatment.
