Cabo Verde requests EOIs for ports concession

The government of Cape Verde has launched a request for expression of interest (RFEOI) for the main ports of Mindelo, Praia, Boavista and Palmeira.

The successful bidder is expected to restructure the port operations; install container handling cranes and/or terminal equipment; operate and maintain the terminal facilities for a period of 20 years; and transfer back the terminal assets at the end of the concession period.

The bidding for the concession entails a two-phase procedure with a qualification phase and a proposal phase. Interested parties has to:

  • own at least one container terminal and/or controls one container terminal concession with a minimum annual throughput of 100,000 TEUs/year.
  • have handled 1 million ton/year of general cargo.
  • be able to finance, by debt and equity, a minimum amount of €15 million for funding the project.

Prospective bidders must submit their EOIs by 26 August 2015.

The government aims to develop its port sector and generate additional economic activities. This process is supported by the African Development Bank (AfDB) and the Investment Climate Facility (ICF).
