Colombia approves tenth road private initiative

The Government of Colombia, through its National Infrastructure Agency (ANI), has recently approved the construction of the Buga - Buenaventura road through the public private partnership (PPP) model under a private initiative (PI) scheme.

The consortium Via del Puerto, which will develop the project, is composed by Carlos Alberto Solarte Solarte (34%), Conconcreto (33%) and CSS Constructores (33%). The construction works have an estimated execution period of three years.

The PPP- PI road project will involve the finalization of the dual carriageway between Buga and Mediacanoa and the development of the Buenaventura bypass. The construction of the 26.5 kilometers road includes the development of 2 tunnels, 12 bridges, a 7.5 km bikeway and the operation and maintenance of the 111 km existing road for a period of 30 years. The project will be developed as follows: 

  • 10 km from the Sena sector in Buenaventura to Citronella
  • 4.8 km from Citronella to Triana
  • 4.2 km from Triana to Loboguerrero
  • 7.5 km between the sector of Mediacanoa and Buga

The total project investment is estimated at P1.07 billion (US$330.3 million) and the operation and maintenance costs are estimated at P1.98 billion (US$611.2 million).

The project will be part of the Colombian Fourth Generation (4G) road concessions program. This ambitious program includes about 40 projects to build approximately 8,000 km with a total investment of US$17.5 billion.
