Colombia's Departamento Nacional de Planeación (National Planning Department) has launched a Transaction Advisory contract to structure a potential PPP project in the penitentiary sector.

The consultants will execute the technical, legal and financial structure of a PPP project a penitentitaty infrastructure to be located in the municipalities of Uramita (Antioquia) and/or Puerto Asís (Putumayo) and/or Barrancabermeja (Santander).

The government is considering:

• the prison "Llano Grande", which would be located in the municipality of Uramita (Antioquia), with a surface of 15 Ha- 150.000 m2 and a capacity of 2,000 inmates.
• the prison "Los Pomos", which would be located in the municipality of Puerto Asís (Putumayo), with a surface of 10 Ha- 100.000 m2 and a capacity of 1,500 inmates.
• the prison "Predio El Horizonte", which would be located in the municipality of Barrancabermeja (Santander), with a surface of 89 Ha- 890.000 m2 and a capacity of 3,500 inmates.

The tender process was launched on September 24th. The deadline for submission of proposals is October 8th.

The consultancy services are financed through a program of the Inter American Development Bank, the "Program of Support to the PPPs in Infrastructure in Colombia."

The budget for the services is of US$471,000 approximately.
