Denver launches tender for airport terminal P3

The Department of Aviation for the City and County of Denver, USA, is requesting statements of qualifications (SOQs) for the redevelopment of the Great Hall in the city's airport terminal through a PPP project.

The Department is looking for teams to accomplish three main objectives:

  • Reclaim all or a portion of the space on Level 5 of the Great Hall that is currently being used for security screening by the Transportation Security Administration (TSA), by developing alternative space within the terminal for TSA security screening, with the goals of improving passenger flow and increasing non-airline revenue opportunities in the Great Hall;
  • Improve passenger processing (ticketing, baggage and security) to optimize the capacity, efficiency, flexibility and useful life of the terminal; and
  • Create a workable financial plan and structure for the redevelopment of the Great Hall that incorporates an efficient use of private sector capital and risk transfer to generate value to the City, in exchange for a scope of to-be-determined rights or other benefits to be granted to the selected proposing team.

Denver International Airport (DIA) is the largest airport in the United States by total area. In 2014, DIA was the 15th busiest airport in the world by passenger traffic and sixth busiest in the world by aircraft movements.

A pre-proposal meeting for the project will be hold on 9 February 2015in the City Conference Room at Denver International Airport. Interested parties must submit their SOQs on or before 1 April 2015.
