EOI issued for 60-school PPP in Saudi Arabia

The Ministry of Education (MOE) of Saudi Arabia has issued a request for expressions of interest in respect of the design, build, commissioning, finance, maintenance and transfer of sixty schools (comprising kindergartens, elementary, intermediate and secondary) located in Jeddah and Makkah, in the west of the country.

The request has been issued by Tatweer Buildings Company (TBC), on behalf of the Ministry.

This EOI forms part of a competitive tendering process using a restricted tendering procedure. Following this EOI, TBC intends to prequalify a number of experienced developers and/or consortiums capable of delivering the project and then issue a request for proposal to those prequalified.

TBC seeks to select a developer or developers forming a consortium to design, build, finance, maintain and transfer public school buildings on various sites in Jeddah and Makkah leased to TBC by the MOE. The sites will also include, where appropriate, multipurpose halls,  catering facilities and specialist teaching areas which can accommodate children with disabilities, in line with the Ministry's pedagogic objectives and strategy.

The MOE will be responsible for providing the education services and information, communication and technology equipment and services.

It is also anticipated that the developer or developers forming a consortium would look to develop a third party revenue generation model for any facilities such as the sports facilities when not in use by the MOE.

TBC is being advised by HSBC Saudi Arabia as financial advisor; Allen & Overy LLP as international legal counsel and Khoshaim & Associates as Saudi legal counsel as legal advisor; and AECOM Saudi Arabia as technical advisor.
