EOI Issued for Housing Development PPP Project in Ethiopia

The Ministry of Finance, Ethiopia, has invited Expressions of Interest (EOI) from private sector participants for housing development in Addis Ababa.

The government recognizes that rapid urbanization and increasing population have led to a significant demand for affordable housing, which it cannot meet alone. As a result, it is seeking collaboration with private developers through Public-Private Partnerships (PPPs) to deliver sustainable and affordable housing solutions. The project will focus on the development of mixed-use housing complexes that include both residential and commercial components. These developments are specifically aimed at serving low- and middle-income households, while also improving overall urban living conditions. The government emphasizes that these projects are not just about increasing housing supply, but also about ensuring safety, quality, and social acceptability in urban housing.

The REOI describes four major project clusters, each consisting of two development sites located in different parts of Addis Ababa. These clusters include areas such as the following:

  • Cluster One – Paster Institute and Bole Sangam projects;
  • Cluster Two – British Embassy and Addsu Gebeya projects;
  • Cluster Three – Janmeda and Abnet projects; and
  • Cluster Four – Austrian Embassy and Joshansen projects

By organizing the projects into clusters, the government aims to streamline development and make the projects more attractive and manageable for private investors.

Interested participants are required to submit their EOI response no later than June 1, 2026, 5:00 PM, indicating their capability and willingness to undertake the design, financing, construction, operation, maintenance, and eventual transfer of the housing projects.
