Four consortia of firms have been shortlisted by the state of Sao Paulo (Brazil) through the Departamento de Águas e Energia Elétrica (DAEE) for the Sao Paulo flood control PPP project. The list of consortia is the following:

• Abengoa Concessões Brasil Holding S.A.; 
• Consórcio Acqua (led by Trail Infraestrutura Ltda.); 
• Consórcio PPP Reservatórios (formed by Companhia de Águas do Brasil S/A - CAB Ambiental, Encalso Construções Ltda., TIISA Triunfo Iesa Infraestrutura S/A, DP Barros Pavimentação e Construção Ltda. and Hidrostudio Engenharia Ltda.); and
• Construtora Norberto Odebrecht Brasil S.A..

The firm, Melhor Forma Engenharia Ltda., was not qualified for the next round because it did not comply with the required documents in this stage of the tender process.

The tender process was launched in March 2013 and the qualification documents were submitted on May 21, 2013.

The Project

The object of PPP involves the expansion, modernization, operation and maintenance of 45 (forty five) storage tanks, seven (7) to be deployed in public areas in need of tamponade, eight (8) already being implemented by DAEE to be modernized through automation and integration, and thirty (30) to be recovered through existing general reform, dredging and proper disposal of sediments. The project will improve the dredging of the Metropolitan Region of Sao Paulo.
