Goias to build Odenir Guimaraes prison under PPP

The Brazilian state of Goias has announced plans to issue a tender process for the delivery of the new Odenir Guimarães prison complex though a public - private partnership (PPP) project.

The state Governor Marconi Perillo presented the tender documents of the PPP contract for the construction and management of the Prison Complex Odenir Guimaraes (POG) at a meeting hold on 15 July 2014 at the Emerald Palace.

The contract will have a period of 27 years. According to the Secretary of Public Safety, Joaquim Mesquita, the maximum amount to be paid to the concessionaire will be R$113.00 per inmate and day during the first two years, including the amount spent on the construction of the complex. After this period, the amount will be R$68.00 per inmate and day until the end of the concession.

The new prison will have capacity for 1,600 inmates and will replace the actual prison built in 1962.

The new 1600-bed Prison Complex Odenir Guimarães will be built next to the current prison unit and it will be distributed in two buildings.

The state said the PPP contract is expected to be awarded in September 2014 and the signature of the contract is expected for October 2014. The tender process will be open for international bidders.
