Hogan Lovells has recruited leading partner Alexander Dolgov into its global Infrastructure, Energy, Resources and Projects group (IERP). He arrived on 16 May bringing a team with a team of three with him: associates Konstantin Makarevich and Fedor Kovatev, and trainee Grigory Fedorov.
Alexander joins the Moscow office from Gide Loyrette Nouel in Moscow, having moved there in 2010 from Allen & Overy as partner to develop and lead their PPP and projects practice. Referred to by Legal 500 as "a rainmaker, one of only a few leading PPP experts in Russia", Alexander focuses on public-private partnerships, project finance in the infrastructure and energy sectors. His client base includes Sberbank, EBRD and BNP Paribas, the Moscow Region and other public authorities, as well as a range of international sponsors and financiers.
CIS is a key market for energy and infrastructure - the European Bank for Reconstruction and Development (EBRD) estimates the required investment in Russian infrastructure to be US$753 billion over the next 10 years; with 80 projects in the medium to long term deal pipeline.
In addition to his core PPP and infrastructure capability, Alexander has significant debt capital markets expertise which will also be very valuable given the increasing focus on the use of capital markets financings to fund infrastructure and PPP projects globally and in Russia.
Adrian Walker, Global Co-Head of Hogan Lovells Infrastructure, Energy, Resources & Projects practice, said:
"Alexander and his team have a great practice and his arrival adds to our immensely strong global team. The last two years have been exceptional for us and we have been very busy advising on over US$150 billion of deals. With Alexander and a number of other significant investments, we are in a fantastic position to ensure we can deliver our exceptional global experience to our clients in all jurisdictions. Our clients are delivering projects that make a real, practical, difference to peoples' lives and we at Hogan Lovells are proud to support them in that."
Oxana Balayan, Managing Partner of the Moscow office, said:
"Alexander's arrival cements our continued expansion into strategically important areas in Russia. I am confident Alexander' expertise in PPP and projects combined with 20 years of our professional experience in Russia and a strong team on the ground will impress both our clients and the market."
Alexander Dolgov added:
"Hogan Lovells gives me a truly global network, an impressive client base and significant ambitions for growth and I'm delighted to be joining the team."
