Hogan Lovells recruits PPP team in Moscow

Hogan Lovells has recruited leading partner Alexander Dolgov into its global Infrastructure, Energy, Resources and Projects group (IERP). He arrived on 16 May bringing a team with a team of three with him: associates Konstantin Makarevich and Fedor Kovatev, and trainee Grigory Fedorov.

Alexander joins the Moscow office from Gide Loyrette Nouel in Moscow, having moved there in 2010 from Allen & Overy as partner to develop and lead their PPP and projects practice. Referred to by Legal 500 as "a rainmaker, one of only a few leading PPP experts in Russia", Alexander focuses on public-private partnerships, project finance in the infrastructure and energy sectors. His client base includes Sberbank, EBRD and BNP Paribas, the Moscow Region and other public authorities, as well as a range of international sponsors and financiers.

CIS is a key market for energy and infrastructure - the European Bank for Reconstruction and Development (EBRD) estimates the required investment in Russian infrastructure to be US$753 billion over the next 10 years; with 80 projects in the medium to long term deal pipeline.

In addition to his core PPP and infrastructure capability, Alexander has significant debt capital markets expertise which will also be very valuable given the increasing focus on the use of capital markets financings to fund infrastructure and PPP projects globally and in Russia.
