Kenya Initiates Pre-Feasibility Study for Highway PPP Upgrade

The Government of Kenya, through its Public-Private Partnerships Directorate and the Kenya National Highways Authority (KeNHA), has partnered with the Asian Infrastructure Investment Bank (AIIB) and engaged a joint venture of CPCS (Canada) and Avatech Engineering (Kenya) to begin preparatory pre-feasibility studies for upgrading the Mau Summit-Eldoret-Malaba Road corridor — a key stretch of the Northern Corridor trade route in western Kenya. 

The Mau Summit–Eldoret–Malaba stretch is part of the Northern Corridor, a vital trade and transport artery connecting Kenya with Uganda and the broader East and Central African region. Strained by high traffic volumes, persistent congestion, and increasing accident levels, the route is earmarked for conversion into a dual carriageway to improve safety and traffic flow, integrate Intelligent Transport Systems (ITS) to improve traffic flow, and include climate-resilient infrastructure features to ensure durability and sustainability.

The AIIB-funded pre-feasibility assessment—set to be carried out over about four months by a joint venture between CPICS of Canada and Avatech Engineering of Kenya—will examine the project’s technical soundness, economic viability, environmental implications, and financial structure. Meanwhile, the government has kicked off procurement for a full feasibility study and transaction advisory support, with the chosen consultant anticipated to come on board in Q2 of 2026. The government intends to roll out a competitive PPP tender, with the Request for Qualifications (RFQ) planned for Q3 of 2026 and the Request for Proposals (RFP) scheduled for Q1 of 2027. All project agreements are expected to be finalized by mid-2027, after which the selected private partner will assume responsibility for the road’s design, funding, construction, operation, and maintenance.
