MDOT seeks interest for Pump Station Replacement/Rehabilitation P3

The Michigan Department of Transportation (MDOT), USA, has launched a request for letters of interest (RFLOI) to carry out a Pump Station Replacement/Rehabilitation P3 project.

MDOT is currently considering alternative scope options for the project, which will involve the replacement and rehabilitation of the State's pump stations and supporting infrastructure. The infrastructure may include, but not be limited to, the pumps, housing structures, ITS and monitoring devices, wiring, handholes, meters, circuits, inlet and outlet pipes. The proposed project is also expected to include a maintenance and operation period for the associated infrastructure.

The alternatives for the project, based on geographical locations, are the following:

  • Alternative 1 includes all pump stations within the state, which is currently estimated at 165 stations. It should be noted that MDOT's database information is constantly being updated and the number provided should be considered approximate.
  • Alternative 2 is focused on pump stations in the Metro Region, which includes the counties of Wayne, Oakland, and Macomb. This area represents 139 pump stations or approximately 84% of the system.

MDOT is currently considering procuring this project under a P3 delivery model whereby a private sector developer will be responsible for designing, constructing, financing, operating and maintaining the project over a long-term contract. The department is also open to other PPP models such as designing, constructing, financing; designing, constructing, financing, maintaining, etc.
