Investors Conference announced for Kampala-Jinja Expressway PPP Project

The Government of the Republic of Uganda represented by the Uganda National Roads Authority (UNRA) is currently exploring the use of Public Private Partnership (PPP) to deliver the Kampala to Jinja Expressway and Kampala Southern Bypass collectively known as the Kampala-Jinja Expressway PPP Project.

UNRA is organizing an Investors Conference to be held on 23 September 2015 in Kampala to inform potential bidders for the project on the next steps for the tender process.

According to sources, UNRA will publish the Request for Qualification (RFQ) documents in October.

The Uganda National Roads Authority (UNRA) is seeking to partner with the private sector for the Design, Build, Finance, Operate and Maintain of a limited access tolled expressway along the Northern Corridor between the cities of Kampala and Jinja.

The project involves the development of a six-lane 77-km road project. The objective of the project is to:

(a) Enhance regional integration, stimulate trade and industry, boost economic growth by improving trade between Uganda and neighboring countries;

(b) Enhance efficient passenger and freight operations, improve mobility, reduce travel times, vehicle operating costs and accident rates;

(c) Increase commercial viability of Greater Kampala Metropolitan area as well as the Industrial Zones of Kampala, Namanve, Mukono, and Jinja; and

(d) Provide better access to local facilities for communities, creation of employment and increase in value for land and properties along the area of influence.

The total project investment is estimated at around US$1 billion.

IFC is advising the UNRA on the structuring and implementation of the tender process for the selection of a private concessionaire for the project.

IMC Worldwide was selected to act as specialist Environmental and Social advisors to the PPP transaction advisory team. SPEA Autostrade was selected as technical advisor for the project.

The Investors Conference will be held on 23 September 2015 in Kampala, Uganda. Parties interested in attend­ing the investors conference or those who wish to be included on the email list to receive invitations must contact UNRA (with copy to IFC) at the addresses below by 16 September 2015.
