The State of Missouri, though its Office of Administration, has launched a request for proposals (RFP) to hire advisors for public private partnerships (P3s).

The State of Missouri is in the process of exploring the use of P3s to finance, design, build, maintain, and operate future capital projects; however, the issues and concerns for success are uncertain. Therefore, accurate detailed research and analysis of the state's current regulations and P3 objectives are necessary.

The contractor shall provide financial advisor services for the Division of Facilities Management, Design and Construction of the Office of Administration. The preferred bidder will assist in the development of policies, regulations, and processes to be used in preparing for the procurement of P3 projects.

The contractor, among others, will also have to produce a final report to the state agency of all activities conducted in the collaboration and management of the identification and selection of optimal list of P3 projects, and provide recommendations as applicable.
