Netherlands tenders A16 Rotterdam PPP

The Dutch National Transport Authority, Rijkswaterstaat, has launched a tender process to seek private partners to develop a highway in the North of Rotterdam.

The project, A16 highway, will connect the A13 (highway exit Berkel Rodenrijs) to the A16 at the Terbregse Square. The 11 km long roadway will provide better accessibility of the region and the centre of Rotterdam, helping release the traffic pressure of the lower road network. It has a a 25-year concession.

It runs from the interchange Terbregseplein in the northeastern part of Rotterdam, towards the Belgian border near Hazeldonk. The motorway has 19 exits including 7 interchanges.

The private developer will design, build, finance and maintain the project, which investment is expected to amounts to €975 million (US$1,036 million).

The tender procedure will take more than 1,5 years and consists of several steps. It will include a competitive dialogue to select the best proposal.

Rijkswaterstaat intends to award the project in 2019. The road is expected to open for traffic in 2024.

The deadline for submitting proposals is January, 12.

In April, we reported that Rijkswaterstaat appointed Arup as the technical advisor for the construction of the project.

Rijkswaterstaat is part of the Dutch Ministry of Infrastructure and the Environment and it is responsible for the design, construction, management and maintenance of the main infrastructure facilities in the Netherlands.
