Peruvian government advances desalination P3s

The Government of Peru presented a bill to promote and co-finance the execution of water treatment projects (desalination), under a Public-Private Partnership (PPP) scheme at the national level. The initiative is called "Law to promote water treatment projects and policy of integration in sanitation", which includes incorporations to the Organic Law of Municipalities (LOM).

The purpose of the project is to have universal access to sanitation services, as well as to promote the integration of sanitation service providers to achieve its strengthening and the sustainability of investments. One of the incorporations to the LOM provides that local governments may grant concessions (PPPs) to the private sector for the execution and exploitation of infrastructure works or public services.

It is specified that the Ministry of Housing, Construction and Sanitation exercises the functions of project owner, but the municipalities maintain their competences and responsibilities for the provision of water and sewerage services. The bill also proposes that the execution of the projects include the complementary investments needed in order to guarantee the operation and functioning of the infrastructure that is built.

Examples of complementary investments would be the pumping stations, main collectors or pipelines that allow the waste water to be led from the existing sewer system to the point of delivery for treatment.
