Qualifications sought for ice arenas P3 in Surrey

The city of Surrey, in British Columbia (Canada), has issued a request for expressions of interest for the development of three Ice Arenas through a PPP project.

The Ice Arenas will be located on city-owned lands situated in Surrey (City Centre, Newton and Cloverdale) with exact locations to be determined. The project will also include parking, landscaping, stormwater management infrastructure and all required on site and off site works and services required by the facility. Specifically the ice arenas will have:

  • 2 NHL size ice sheets,
  • 9 changerooms (approximately 600 sf per room)
  • 4 Referee Rooms (approximately 150 sf per room)
  • First Aid Room (approximately 100 sf)
  • Sound Room (approximately 100 sf)
  • Announcing Room/Officials Room
  • 250 Seats with overhead heating

The project will be developed on a design, build, finance, operation and maintenance (DBFOM) basis. The contract will have a period of 25 years.

Interested parties must submit their EOIs on or before 1 December 2014. The shortlist is expected to be announced by January 2015.

Surrey is a city within the greater Vancouver Census Metropolitan Area. The city's population, estimated at 502,000 people and is centered in a region that has a population in excess of 2.2 million people.
