RFP for expressway PPP project in Myanmar

The Ministry of Construction in Myanmar has issued a request for proposal (RFP) to ten pre-qualified bidders for Phase 1 of Yangon Elevated Expressway (YEX) Public-Private Partnership (PPP) project. The deadline to submit the response to RFP is March 31, 2020.

The expressway project involves the design, engineering, financing, construction, operation and maintenance of a 27-kilometer elevated toll road in Yangon, the largest city in Myanmar. The road is the first phase of a planned 47.5 km expressway. The four-lane expressway is proposed to be implemented on an elevated viaduct above existing roadways to connect Yangon's CBD in the south with the Yangon Industrial Park in the north. The expressway will also provide a link to Yangon International Airport.

In December 2018 the ministry received prequalification applications from 12 teams. It pre-qualified 10 companies. The prequalified bidders are now invited to access relevant data and documentation related to the project and submit bids. The bidders are required to submit technical and financial proposals for the project.

The ministry is planning to award the contract in May 2020 and commence preparatory works in June 2020.

The construction of the expressway will take three and a half years. The estimated investment of the project is USD 800 million.

The following 10 teams are invited to submit their bids:

  • VINCI Highways from France;
  • Team Korea Construction from Korea
  • JFEE/Marubeni Consortium from Japan;
  • China Communication Construction Company Ltd from China;
  • BSSIC Consortium which is a joint venture between Thailand, Japan and Myanmar;
  • CRIG CDL Consortium from China,
  • China Gezhouba Group Co., Ltd/Great Genesis Gems Co., Ltd from China;
  • ITD-CSI JV between Thailand and China;
  • Denso-CSCES Consortium which is a joint venture between China and Myanmar;
  • Power Construction Corporation of China Ltd from China.
